About the best vehicle for this mission the opinions are deviated: the Hunter is very good and contains it's own ammo, the Rhino is also a valuable vehicle and even with the HPV1000 is this mission manageable. You can start the Vigilante mission at the very beginning of the game, but it might be smarter to wait until you have better vehicle-skills. With each level you ascend you will have to kill more criminals and you will have to deal with more vehicles at more locations at the same time. Each time you have completed a level you will get some more time and some money. You can get out of your vehicle for a minute and then get back into your vehicle, but you have to return to a government vehicle before the timer runs out. When the criminal is finally out of his car you have to kill him. You have to destroy their vehicle, or, when the criminal is on a motorbike, shoot him off the motorbike.
